Approve the following actions related to final budget changes to the Fiscal Year 2016-17 Approved Recommended Budget:

Adopt resolutions:

Approving the revised County of San Mateo budget as to the expenditures for Fiscal Year 2016-17 and making appropriations therefore; and

 

 

b)

Approving the revised County of San Mateo budget as to the means of financing for Fiscal Year 2016-17; and

 

 

c)

Establishing the appropriation limit for the County of San Mateo for Fiscal Year 2016-17; and

 

 

d)

Amending the Master Salary Resolution for changes related to the Fiscal Year 2016-17 budget.

Accept the following report back items from the June 21, 2016 Recommended Budget hearing:

 

1)

Measure A Parameters and Timeline for the FY 2017-19 Budget Cycle; and

 

 

2)

Criteria for Use of Measure A vs. General Funds.

Accept reports from the County Manager and Controller on the Private Defender Program, and direct staff to implement recommendations over the next six months to improve County oversight of the contract with the San Mateo County Bar Association, with follow-up audit to be performed by the Controller after March 31, 2017.

Resolution authorizing the submittal of an application for grant funding from the California Department of Parks and Recreationís Habitat Conservation Fund Grant Program for the Coyote Point Eastern Promenade Trail Project, in the amount of $200,000.

 

7.

Accept this report responding to the Boardís inquiry on the Mini-park Policy.

 

PLANNING AND BUILDING

 

8.

Adopt the proposed amendments to Section 12,000 (Significant Tree Regulations) and Section 11,000 (Heritage Tree Regulations) of the San Mateo County Ordinance Code, to add specific language to improve protection of Significant and Heritage Trees.

 

9.

Public Hearing to consider an appeal of the Planning Commissionís decision to uphold an appeal and deny a Heritage Tree Removal Permit for removal of a 49-inch d.b.h. (diameter at breast height) Valley Oak tree located in the rear yard of 671 Menlo Oaks Drive, in the unincorporated Menlo Oaks area of San Mateo County:

Recommending that the Board of Supervisors uphold the current appeal by the property owner and make the findings based on criteria in the County Ordinance for removal of the heritage tree as found in Attachment A of this staff report.† However, if the Board of Supervisors is not able to make these findings, an alternate finding for denial of the appeal and permit has been included in in Attachment B of this staff report.

Resolution regarding an amendment to Permit Agreement with PG&E:

 

A)

Authorizing the President of the Board of Supervisors to execute an amendment to Permit Agreement 5387 with Pacific Gas and Electric Company for the use of a portion of the Tower Road Complex located in unincorporated San Mateo, extending the term through December 31, 2017, and modifying the base rent to $27,557 per month; and

 

B)

Authorizing the County Manager, or his designee, to accept and execute on behalf of the County any and all notices, options, consents, approvals, terminations, and documents in connection with the Amendment to the Permit Agreement.

 

21.

Resolution authorizing an agreement with Live in Peace in an amount not to exceed $1,300,000 to provide educational supportive services and case management to youth who are on probation, truant and at-risk of being truant in East Palo Alto and East Menlo Park, for the term of October 1, 2016 through December 31, 2017.

 

HEALTH SYSTEM

 

22.

Resolution authorizing the Chief of the Health System to execute an agreement with the State of California Department of Health Care Services for the Drug Medi-Cal Organized Delivery System services, for the term of October 18, 2016 through June 30, 2019, in an amount not to exceed $19,269,141.

 

23.

Resolution authorizing the Controller to continue payments on certain Health System contracts from July 1, 2016 through December 31, 2016.

 

24.

Resolution authorizing an amendment to the agreement with Voices of Recovery San Mateo County, increasing the amount by $154,756, to an amount not to exceed $677,282, with no change to the term of the agreement.

 

25.

Resolution authorizing an amendment to the agreement with Sound Physicians Medical Group, Inc. dba Sound Physicians of California to provide hospitalist services, increasing the amount by $1,050,000, to an amount not to exceed $8,400,000.

Resolution authorizing Measure A mini-park funding through a memorandum of understanding between the County of San Mateo and the Fair Oaks Beautification Association to fund one-time basketball court improvements, and three years of annual maintenance costs for the basketball court, and a playground located in unincorporated North Fair Oaks in the amount of $45,000.

 

28.

Resolution authorizing funding to the Coastside Fishing Foundation for the 2016 Chinook Salmon Smolt Net Pen Acclimation Project in the amount of $10,000 from the Parks Departmentís California Department of Fish and Wildlife Propagation Fund.

Resolution authorizing the Chief Probation Officer to execute a Revenue Agreement with the California Health and Human Services Agency, Office of Systems Integration (OSI) to provide OSI Subject Matter Expert services, for the term of September 1, 2016 through July 31, 2020, in an amount not to exceed $855,157.

 

PUBLIC WORKS

 

30.

Measure A: Resolution authorizing the Director of Public Works to extend the call for sealed bids for the Maple Street Shelter Expansion and Renovation project, to be received by Thursday, October 6, 2016, at 2:30 p.m., in the office of the County Manager/Clerk of the Board of Supervisors.

 

SHERIFF

 

31.

Resolution authorizing an agreement with the San Mateo County Office of Education for intake, assessment, instruction and high school equivalency testing (HISET, formerly GED) within the County's correctional facilities for the term July 1, 2016 through December 31, 2016, in an amount not to exceed $62,612, with the option to extend the term six months through June 30, 2017, and increase the amount by $62,612, for a combined maximum fiscal obligation of $125,224.

 

32.

Resolution authorizing an agreement with the Service League of San Mateo County for inmate services within the Countyís correctional facilities for the term of July 1, 2016 through December 31, 2016, in an amount not to exceed $334,527, with the option to extend the term six months through June 30, 2017, and increase the amount by $334,527 for a combined maximum fiscal obligation of $669,054.
